DEVELOPMENT OF AN
INFRASTRUCTURE COMMUNICATION STRATEGY
The Regional Infrastructure Consortium (RIC) in the
North East has been established to identify infrastructure needs that can
not be met a local level and/or are specific to regional organisations.
It has recently undertaken a consultation exercise to
identify needs and recommend activities and projects that will improve
infrastructure within the region. This forms the basis of a Regional
Infrastructure Strategy 2008-2014 and Regional Business Plan for 2008-2011.
RATIONALE
The RIC has allocated some of the Consortia Development
Fund from Capacitybuilders to improve communication and consultation with
internal members and external stakeholders.
The project aims to:

Improve internal and
external communication within and across the Third Sector.

Improve consultation
with and communication with consortium members.
-
Ensure clarity of roles
of the Consortia, Development Group and Strategic Partnership internally
and externally.

Improve information
sharing with public sector organisations on regional and national policy
and infrastructure impact/achievements.
-
Develop protocols for
online communication via the Regional Infrastructure North East website.
-
Develop guidelines for
communication across infrastructure groups in the region or a consistent
and coordinated approach.
ACTIVITIES
The contract holder will:
-
Consult with RIC,
Sub-Regional Consortia, RIDG and Infrastructure Strategic Partnership
members in developing the strategy.

Carry out SWOT analysis
with consortium members and use existing self assessment Sept 07.

Develop a communication
strategy for internal and external use.
-
Disseminate and launch
the strategy.
RESOURCES AVAILABLE
A total budget of £10,000 inclusive of VAT is
available for developing the strategy which covers all fees and expenses.
Tenders over this figure will not be considered.
TIMETABLE

31st March Selection of contractor to
deliver project

Early April Initial meeting with Infrastructure
Officer to agree contract and discuss work plan.

April Begin work
-
15th May Submit draft strategy for RIC to
comment and feedback.

30th June Complete and submit final
strategy by RIC approval.
REPORTING MECHANISMS
VONNE is the lead organisation responsible for the
commissioning of this project, though the Regional Infrastructure
Consortium has overall responsibility for the project and the researchers
will report to RIC at regular stages.
NEXT STEPS
This contract will be let in one stage. Tenders are
invited and selection will be made by a small panel of RIC members on the
basis of the information detailed below.

understanding of the brief, your proposed methodology, staffing, skills
and organisational experience and a detailed cost/time breakdown
(including expenses/subsistence).
